Fifth Meeting of Working Group 4 — DUGEOR Project

The fifth meeting of Working Group 4 was held on 5 March 2026 at the Georgian Institute of Public Affairs (GIPA) in Tbilisi, in a hybrid format. The central focus of the meeting was Deliverable 4.3—Recommendations to HEIs in Georgia on how to Implement Dual Higher Education—which the Working Group reviewed and finalized in direct collaboration with representatives of MoESCG and NCEQE. The meeting also included updates on the progress of the legal framework for DHE and on the development of amendments to the accreditation standards. Deliverable 4.3 is the culminating output of Work Package 4: it translates the legislative work, quality assurance development, and pilot program experience accumulated within the DUGEOR project into concrete, actionable guidance for Georgian higher education institutions planning to develop or implement DHE programs—making it the primary practical reference document for any institution seeking to engage with dual education in Georgia.
